Calculations of Adjusted Compensation for WW1 Soldiers - 1924

Dear Clayton:

The man days XXXX employed by Herbert Hess in his calculations on the cost of Adjusted Compensation, were obtained from the following sources:

ARMY.... Major M.A. Cross, General Staff, room 422 State, War and Navy Building.  A number of varying estimates were supplied by Major Cross, but the one used by Hess was the latest compiled, viz. xx B-5 (211 ½ ), Statistics Branch, General Staff, War Department, 12/25/23, which is a graph showing the enlisted men of the army classified by states.

To this must be added the officers, (also the subtraction noted for officers). Other xxxx  subtractions were made according to the provisions of the bill. In addition to these, a subtraction was made (based on the experience and data supplied by the Navy and Marine Corps, which is much more complete and accurate than the Army's figures) to allow for the days served in the "Credit Period"—April 6,1917 to June 30,1919— 816 days in all— which were counted by Major Cross in his total "man days", but which cannot be paid to persons serving in excess of 560 days in the credit period, xxxx because of the $500 and $625 limitations on payments.

NAVY....Commander Hatch, Bureau of Navigation, Room 3718 New Navy Building. He prepared special figures for Hess, which were accepted and used by him in his calculations.

MARINE CORPS.... Sergt. Robert M. O'Toole (Telephone Branch 725 War-Navy Building), through Captain Craige, aide to Major General Lejeune, New Navy Building. Prepared special figures, which were accepted by Hess.

ARMY NURSE CORPS.... Captain Milliken, room 1726 Munitions Bldg., supplied figures on nurses which Hess accepted.

SURGEON GENERAL... Major Albert G. Love, Surgeon General's Office, (Army), room 1831 Munitions building, supplied Hess with the total number of army deaths in the service during the credit period.
