My dear Mr. James:

I am enclosing copy of a bill which I introduced on January 6th.

The purpose of the bill is to care for the Marines who were injured in Latin American countries and also the dependents of the Marines who have been killed in action. It also brings in members of the Army and Navy.

The Parliamentarian says your Committee is the proper Committee to consider this bill and that the Veterans Committee has no jurisdiction except over World War cases.

I will greatly appreciate it if you will send this to the Departments for an expression as I think the Congress should do something in this respect before it adjourns.

Mr. Cochran of Missouri introduced the following bill; which was referred to the Committee on Military Affairs and ordered to be printed.

A BILL
To amend the World War Veterans' Act, as amended.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

That where death or disability occurs as a result of personal injury suffered or disease contracted by any member of the military or naval service while serving with forces engaged in any war, military campaign, expedition, or occupation since July 2, 1921, the compensation provided by Title II of the World War Veterans’ Act, as amended, shall be payable. For such death or disability no other pension laws shall be applicable.

SEC. 2. That for the purpose of applying the schedule of ratings provided by section 202, subdivision (4), of the World War Veterans’ Act, as amended, to disabilities compensable under this Act, the occupation of the disabled person at the time of last enlistment shall be used as a basis.

In the absence of Mr. James who is on an inspection trip in New York, Boston, and vicinity, your letter of January 12th relative to H.R.15779, to amend the World War Veterans' Act, as amended, has been referred to me for reply.

We have asked for a report of the War Department on the measure and when it is received the bill will be referred to Subcommittee #8 of which Mrs. Kahn is Chairman.
