The following is a list of documents issued by departments of the Federal Government, and other documents which ocean carriers are required to have.

STEAMBOAT-INSPECTION SERVICE.

The Steamboat-Inspectiuon Service, by inspecting vessels, boilers and equipment, and the Bureau of Navigation of the Department of Commerce by administering the navigation laws, also promote the safety of navigation, but their work from the standpoint of the vessel owner is mainly regulatory.

  6. Outward foreign manifest.

  9. Licenses of officers.
  10. Laws governing the Steamboat-Inspection Service.
  11. Pilot rules and regulations.
  12. Rules for lights.
  13. Other forms required by Steamboat-Inspection Service according to nature vessel and voyage. (See list under Steamboat-Inspection Service).

  15. Statement of master regarding changes in crew prior to departure.

The certificate of payment of tonnage tax should be in vessel's files, also the certicate of fumigation, if vessel has undergone fumigation

Papers required for departure and clearance (coastwise):

  1. Certificate of Registry, enrollment and license, or license.
  2. Coastwise manifest with permit thereon to depart.
  3. Count and list or passengers.
  4. Crew list, if engaged in the whale fishery.
  5. Shipping articles, if vessel is of 75 tons burden or upward and bound free port on the Atlantic to a port on the Pacific or vice versa.
  6. Forecastle card, if as above.
  7. Certificate of inspection.
  8. Licenses of officers.
  9. Laws governing the Steamboat-Inspection Service.
  10. Pilot rules and regulations.
  11. Rules for lights.
  12. Other forms required by the Steamboat-Inspection Service according to na of vessel and voyage. (See list under Steamboat-Inspection Service.)
  13. Certificate of fumigation, if vessel has been fumigated.

Papers required for arrival and entry (from foreign port):

  1. Certificate of registry, enrollment and license, or license.
  2. Official log book (at home port).
  3. Shipping articles.
  4. Crew list.
  5. Inward foreign manifest (four copies).
  6. Store list (two copies).
  7. Clearance (from last port).
  8. List or manifest of aliens in crew.
  9. Passenger list.
  10. Report of diseases, deaths, births, and injuries among passengers.
  11. Seaman's custom statement.
  12. Master's oath on entry of vessel from foreign port.
  13. Original bill of health.
  14. Supplemental bill of health.
  15. Certificate of discharge from quarantine, Pratique.
  16. Certificate of fumigation to be shown on demand.
  17. Certificate of payment of tonnage tax.
